The Ministry of Environmental Protection of Turkmenistan has approved a list of environmentally hazardous activities and facilities. Order No. 29-Ö was signed on February 14, 2025 and registered with the Ministry of Justice on March 26 under number 1871.
The document, developed in accordance with the Law of Turkmenistan “On Environmental Audit” of 2019, defines 23 categories of activities and objects that may pose an environmental hazard.
The list includes such areas as oil and gas production and processing, chemical and petrochemical production, metallurgy and mechanical engineering, as well as the construction and operation of main pipelines. Particular attention is paid to energy facilities, including thermal, gas turbine and hydroelectric power plants with a capacity of 300 megawatts.
The document also regulates mineral extraction activities on territories larger than 25 hectares, as well as work with mining waste containing hazardous substances.
A significant part of the list is devoted to waste management, including the processing and disposal of hazardous materials such as mercury-containing lamps, batteries and lubricating oils. The transboundary transport of hazardous waste and radioactive substances is singled out separately.
The list covers activities that affect water resources, including the construction of large hydraulic structures and the operation of treatment systems for settlements with a population of more than 50 000 people.
The order also addresses issues of protecting the Earth's ozone layer by controlling the use, transportation and destruction of ozone-depleting substances.
According to the document, high-speed highways, railway lines over 500 km long and aviation infrastructure facilities will be under special control.
